ANNUAL GENERAL MEETING

Association of Central Earley Residents
40th Annual General Meeting
held at Hilltop Christian Centre, 8:00pm, Wednesday 6th March 2008

1. Welcome

Welcome: Eric Ayers opened the meeting by welcoming the 22 members and 5 visitors present.

  • He presented apologies from Sally Kirk, Malcolm Storry, Jean Jeffery, Mary Bather, Geoff Ruffles, Chris Wigmore, Jack Firman and Bert Eastwood.
  • Reported that our MP Rob Wilson had hoped to attend but would probably be unable to due to parliamentary business.
  • Explained fire instructions for the building
  • Presented the minutes of last years AGM: It was pointed out that in Item 8 Question Time of the Minutes of 39th AGM the reference to Culver Lane in the second paragraph of the item on Road Flooding should be Palmerstone Road

 

2. Chairman’s Report

Eric Ayers presented his report, reminiscing on what Earley was like 40 years ago, how it has changed, how ACER came into being and paid tribute to Les Sayers who died recently, for his contribution over the years. There were no questions on the chairman’s report.

 

3. Treasurer’s Report

This was presented by Eric Ayers as Jack Firman has moved to Suffolk.

Income is down as there are fewer subscriptions, although there was a windfall from the Building society. Accounts were accepted.

 

4. Election of Officers

Chairman: Eric Ayers is doing a very good job as Chairman, he was nominated by Peter Scrivener and seconded by John Stagg. Eric was re-elected as Chairman.

Treasurer: This position is vacant

Vice-chairman: Peter Scrivener was re-elected

Secretary: This position is vacant

 

5. Subscription for 2008-2009

To stay at £1.00

 

6. Talks and questions

Bulmershe School
Gerry the chairman of the governors of Bulmershe School gave a talk on the latest developments at the school
The highlights were:

  • Bulmershe is within the top 10% of schools
  • Exclusions have dropped 60-70% over 3 years
  • Awarded bronze ECO award, the pupils are looking after the site.
  • Addington is progressing well and working closely with Bulmershe, who have been given extra land in compensation for losing playing fields to the new school
  • Attendance register is taken at the beginning and end of lessons
  • There is not so much litter and cars from the gym are not on site during the day

There is a planning application for football pitches, the decision on the tender will be in a few weeks.

The issues of the foot paths were raised by Marilyn Vowler. She wanted to know who was responsible for them, as they are very ‘tippish’, lots of rubbish around, very badly maintained. Gerry will look into it.

Someone asked about the access to Addington as bollards are obstructing the footpath. Gerry to raise this at the project managers meeting.

Planning permission has been granted for the main Bulmershe entrance to be on Woodlands Avenue.

Police Support Community officers (PSCO)
Marie Maloney gave a talk to let the meeting know the role of a PSCO. She has served for 2 years.
A PSCO gets involved at community level; they tackle issues such as anti-social behaviour, graffiti, vandalism, visit crime victims, provide a visible patrol. There is a community day on the 15th March to help with the perception of the PSCO’s and how they can help, show they are proactive. They can also deal with neighbour disputes such as verge parking, noise; they can also give fixed penalty parking tickets. They are working in partnership with Wokingham Borough Council.

Milton Road
Tim Marsh, a resident of Milton Road, is very dissatisfied with how things are declining in his area. He brought his family to what was once a spacious, very nice area. Concerns have grown over the years about outbuilding not being in keeping with the area.

  • He is disappointed at the way grass verges have been ruined by parking.
  • Speeding is a major problem in Milton Road
  • There is a worry about developers buying up back gardens

Photo evidence is needed where verge damage is concerned. PSCO can leaflet the area, but this has limited effect.

Re outbuilding: as long as it is for recreation and not more than 4 metres high, planning permission is not required.

Action: to write a list of roads that have speeding problems and hand to Colin Reeves, our PSCO for the area.
